GEORGIA COASTAL COMPREHENSIVE PLAN

On February 11, 2005, Governor Sonny Perdue signed an Executive Order directing the Department of Community Affairs (DCA) to complete a Coastal Comprehensive Master Development Plan by Fall 2007, and the final draft was recently approved by the Governor. As required in the Executive Order, the Plan outlines a vision for Georgia’s coastal area that promotes sustainable future development without compromising the region’s valuable and vulnerable natural environment. DCA and Lott + Barber incorporated stakeholder input as they developed the Plan to address tourism, economic development, environmental management, housing, and transportation issues affecting Georgia’s coastal area.Georgia Department of Community Affairs
Lott + Barber was responsible for three primary tasks:
1. Public involvement, including development of the Stakeholder Involvement Plan, facilitation of three series of public meetings, and participation in the Coastal Comprehensive Plan Advisory Committee (CCPAC) meetings.
2. Assessment of local government regulations, which includes meetings with representatives of each of the 28 local governments, cataloguing of land development regulations, and a quality growth audit.
3. Development of three future development scenarios to demonstrate the fiscal, physical, and environmental impacts of various development patterns.
Information derived from each of these tasks was considered by the CCPAC and DCA in developing a vision for coastal Georgia and identifying strategies to achieve that vision. As the planning process evolved in complexity, Lott + Barber became increasingly involved in the development of the plan document and in facilitating the CCPAC meetings.
