With space limited in a historic low country home, the Development Authority, in conjunction with the Chamber of Commerce, commissioned Lott + Barber to design a new facility. The building consists of a two story welcome center flanked by Development Authority offices, conference rooms, a kitchen, and support spaces.

The exterior site design features a covered canopy area, plaza and fountain, and outdoor entertainment area for Chamber functions.

- The parking is integrated into the site to avoid the existing trees and native vegetation
- Entrance to facility is marked by two large lagoons utilized for storm water retention
- Shares a large site with Liberty County Veterans Memorial
